Emergency Utility Assistance


Assistance is available for heat, electric, water, and deliverable fuel such as propane or fuel oil to prevent loss of service.


  • Shut-off notice from utility provider.
  • State Emergency Relief or Denial Letter dated within the last 30 days.
  • Clair County resident
  • Future ability to sustain the service in the future.
  • Income guidelines of 200% of Poverty


  • Current Photo ID with correct address for everyone over the age of 18
  • State Emergency Relief or Denial Letter dated within the last 30 days.
  • All proof of gross income for all household members for the past 30 days (current pay stubs, child support, Social Security, SSI, disability, MDHHS, Unemployment, etc.).
  • Shut-off notice from utility provider.

Michigan Department of Health & Human Services is Processing All MEAP Applications

The Michigan Energy Assistance Program is a preventative program designed to provide energy assistance to low-income households so that they can reach energy self-sufficiency.
